Greater Manchester colleagues will be speaking about how we can work together to safeguard young people from Abuse and Exploitation in a conference designed to stimulate debate and sharing of perspectives.

The aim of all CPPS seminars is to engender the maximum debate and learning among attendees on matters of current concern. They are relatively small scale seminars held under the Chatham House rule.

The Greater Manchester Business Managers are pulling together a list of available Chairs and Authors for Serious – and other – Case Reviews, including SCIE / systems approach reviews, Domestic Homicide Reviews, Adult SCRs, Mental Health Reviews etc
If you are available and interested please contact the Partnership at gmsp@stockport.gov.uk with:
- your name
- your contact email and/or phone number
- whether you are willing to chair or author or both
- details of where you have done reviews previously and the Ofsted gradings, if applicable
- limitations on travel or areas you cannot work in
- any specialist training or experience you have of other types of review
- any other roles you currently permanantly hold
The list will be kept centrally by the Greater Manchester Safeguarding Partnership Co-ordinator and shared regularly with the 10 LSCB Business Managers to keep locally so they can make contact easily when a review is to be commissioned. In future this may be shared with Adult Safeguarding Boards if appropriate but your contact details will not be put on any public facing system.

A new Forum has been brought together to look at actions to prevent, provide for and protect women and girls affected by Female Genital Mutilation across Greater Manchester. The Forum involves colleagues from Services for Adults and Children to address this serious and largely hidden issue. It is Chaired by Jaria Hussain-Lala, DV Co-ordinator for Bury, who has many years of experience working on FGM.

New Domestic Violence Protection Notices and Protection Orders to bridge the gap in providing emergency protection to the victim where there is an on-going risk of voilence. Pilot starting in Manchester South and Central and Oldham Divisions.
GMP is one of three forces taking part in a pilot to test the use of Domestic Violence Protection Notices (DVPN) and Domestic Violence Protection Orders (DVPO). It will initially be restricted to the Metropolitan, South Manchester and Oldham divisions and the pilot will run for a period of 12 months. These are civil orders, which can be issued by the police to provide emergency protection for victims. They build on existing procedures already in place to protect and support victims, including the Multi Agency Risk Assessment Conference (MARAC) process and Domestic Abuse, Stalking and Harassment (DASH) risk assessments.

Greater Manchester Police (GMP) Public Protection are introducing a new system to be used in all divisions by the end of May 2011. More information about changes within GMP, including the new system is available in this brief, sent to LSCB and partner contacts.
See the links below for examples of the 3 templates that will be used to pass on information about concerns regarding Domestic Abuse, Child Protection and/or Vulnerable Adults to Local Authority Children’s Services and Health partners:

These forms will be used in the context of a new Information Sharing Protocol which is being finalised between GMP and LSCBs. It will be available to view on this page once it is signed off.

Common data set for GM CDOPs:
The Greater Manchester CDOP Chairs and Administrators have worked together to identify a common data set to be recorded across Greater Manchester to allow trends and strategies to be identified more easily by looking at a larger population. GM Chairs and The Greater Manchester Safeguarding Partnership will be able to look at emerging themes and issues and make proposals for minimising risks locally, regionally and nationally.
The CDOPs request the support of LSCBs and Partners in collecting and passing on this information as thoroughly and promptly as possible to enable an effective CDOP process.

CMACE:
The CMACE contract for collecting data on perinatal deaths has ended and as such the National Patient Safety Agency are advising Units to continue to complete the CMACE form following a neonatal death but to keep a copy of this on file in the Unit and to cease sending these to CMACE offices immediately.
In line with this, Greater Manchester CDOPs still require a copy of the CMACE form to enable them to analyse neonatal deaths appropriately. Once further guidance or another system is introduced nationally this will be reviewed. Your CDOP teams will keep you informed of any further changes.

Draft guidance for safeguarding children and young people from sexual exploitation has been issued by DCSF for consultation. The current procedure will be updated in 2009 following the publication of the new guidance.

The Partnership supports collaborative safeguarding children activities across the 10 local Safeguarding Children Boards in Greater Manchester. The inaugural meeting of the Partnership was 1 December 2008; for more details the terms of reference are available for download here. The Partnership now meets quarterly.
